The ‘limit new cards’ option seems to be working a bit weird. Just now I did a test, and after the test there were 2 new unlearned cards due, because I increased the score of cards I was already learning. The thing is that every time this happens and I go in and test the newly added cards it shows me only one and the test is over after this one card, even though the top status bar shows 1/2. After this test it then shows me one unlearned card due and I can test this one card without issue. In my experience this happens always with one card. So if there are 4 new unlearned cards due, 3 will be shown and one will be omitted.
