How are characters sorted?

Looking up the characters for a radical, i,e, Kangxi 85 Water, I wonder in which way the characters are sorted.

The screenshot shows the beginning of the list of compounds for radical 85. The arrangement is neither by stroke numbers nor by pinyin. The whole list is completely randomised.

And in addition I am surprised not to see any listing of the complementary character shape, i.e. 湾 for 湾.

If I remember correctly, that listing is sorted by frequency. Pleco knows internally what frequency the words are of. You can tell that all the characters at the beginning of your list are quite common—the definitions of the most common characters are shown first. As you scroll further down, they should get rarer.

It is frequency, yes - 灣 coming up so high because you've got Pleco configured in traditional mode and naturally our traditional corpus has a lot of 灣's in it.
