Clipboard Bottom Toolbar Inactivity

The bottom toolbar on my clipboard reader screen seems to keep going inactive:

Looks to be fairly random, not sure what triggers it, but I cannot interact with any of the buttons on the bottom toolbar.

(Nor can I copy the text out of the popup definitions, but that's a separate issue.)

Is the inactivity maybe related to selecting text in the bubble?

It does look like clicking on text in the pop-up def somehow deactivates the clipboard reader toolbar. Even going back to the reader after deselecting doesn't seem to fix it.
