When can we expect the Android Beta?

We don't have one yet, no - it's highly contingent on how long it takes us to get 4.0 to a finished state on iOS.
In general, though, as I think I've said here a few times, a big part of 4.0 was making porting a *lot* easier - we've moved all of the view controller logic from platform-specific to cross-platform code, so most of the remaining iOS-specific code in 4.0 is thin wrappers around those + custom views + connections to platform-specific APIs for stuff like OCR. So there's going to be way less code to port over to Android than there has been in previous Pleco updates.
My tentative thinking is that we'll do Android in conjunction with a 4.1 update on iOS, since we're likely to find some places where that cross-platform code doesn't work well on Android and has to be retooled a bit - if all goes well, 4.1 will be the point where future iOS + Android development starts to occur very closely in sync going forward.
