Tuttle learners dictionary with tone numbers instead of markers

I just purchased the Tuttle learners dictionary a couple days ago. Is it a known issue that it mixes both tone markers and tone numbers in the entries? For example, 词典, shows the below with two entries showing tone numbers instead of markers. I would have expected the entries to all show tone markers rather than the numbers, but it has both (I haven't seen this in the other dictionaries before).
