E2 has dedicated input area, T5 has virtually displayed input area. That said:

1. Does PlecoDict utlize the dedicated input area of the E2?
2. Does PlecoDict utilize the virtually displayed input area of the T5?
3. Does PlecoDict use a special PlecoDict input area that displays on the screen?

1) Not for Chinese characters, no. But you can certainly enter English with it in PlecoDict just like you can in any other application.

2) It doesn't utilize it directly, but if you shrink that input area you can bring up PlecoDict's own handwriting input palette in the same space (in fact it's almost exactly the same size).

3) Yes, you can put it on the bottom of the screen or the left/right sides of it (best in landscape mode). There's also a "mini" version of the input palette that takes up very little space and lets you write characters anywhere in the dictionary definition area. And there's also an option to pop up the handwriting recognizer in a separate window if you prefer not to have it taking up screen space when you're not entering characters.
