Dictionary Groups

Can a dictionary only exist in a single dictionary group now?

I don't remember if it was that way or not in the legacy ed.

Dictionary groups now are simply an organization system for menus etc. The old dictionary groups are now custom "search profiles" - you can make one of those under Expert Settings.
