Can't download, regional restriction in china??

I'm new to smartphones, might be a mistake on my side.

I am in Shanghai atm. the Play Store page for pleco (its the right one, followed the link from the pleco homepage) gives me the message that that product is not available in my country. I understand this refers to my current location, ergo China, correct? What's up with that?

I have the same issue with skype, though that didnt bother me, thinking it was maybe temporarily taken down by the government or something, happens, but a friend claimed skype works fine for him, so Im really starting to think it's something about the phone any advice?

Phone is german, Sim card chinese, I use VPN client, maybe that helps? just throwing random information out there, Im not huge with that stuff.

It's a Google restriction, yes - even though our basic app is free, it's considered a "paid" app because it supports in-app purchases and hence it's not accessible in free-app-only countries like China. But we make a special "CN" version to work around that:

I'm also living in China, moved here 2 weeks ago and I bought a Huawei G520. It doesn't even have Google Play on it and I'm unable to install it. Is there any other option to get Pleco as it looks a great app.
