cheapest phone or ipad(?) for character reader

sorry for my annual dumb-question , but i am ridiculously low tech. i really want to use the character reader option (is that the 'ocr'?) so i have to buy a phone that will do this . so, my question is what phone can do this - is it only the iphone 3g or 4g at this time ? and can the ipad also do this? also, are these all easily available in china, or should i try to buy/try to have one shipped from overseas? thanks.

Personal opinion: the screen of the 4g is noticeably better than that of the 3gs, which is very nice when reading tiny chinese characters.
