Addon price difference in-app and on web store

Is it intended that the prices of addons are different when I look at items in the app and in the web store?
For example, items that are sold at 9,99 USD in the web store are listed as 10,99 EUR (~12,90 USD at the moment) in the app.

Is this a google fee? What are the advantages of buying in app?

You're right, I was able a few months ago to buy the Ricci dictionary a little cheaper in the web store that I would have
in the app. I made it from France, so I don't know if it's due to exchange rates (?).

It's mostly VAT rather than exchange rates - since we don't have any business presence in Europe, we don't collect EU VAT, but Google does and they add that amount to the list price in VAT-using countries.

In the US, our state 'sales taxes' are added to the list price on checkout, so most Americans would actually end up paying more than $9.99 if they bought through Google Play, but the price would still be listed at $9.99. (this is also why many American tech products are priced higher in Europe than in the US - if Google charged the same amount for a Pixel in France as in the US they'd make a lot less money on the French one due to VAT)
