Problems downloading texts on iPhone

Hi,
I have an iPhone 5S and I have not managed to download documents to the Reader. When I enter the URL on my computer browser, it can't access the page.
Has this got anything to do with the fact that I enabled the Cloud? If so, which settings should I change? To date, on iPad and iPod, I have always downloaded documents using iTunes, not the Cloud.

I meant I have always downloaded and updated Apps using iTunes, not the Cloud, till now.

It's worked now - must just have been a blip in the system.
